Mounting wood panels on my balcony without drilling through the roofing felt

Some two dozen wood panels - see the photos - have to be mounted on my balcony - see the photos - without drilling through the roofing felt - because the kitchen is directly under the balcony and we don't want to have the water getting through there (again). Or we don't use the planks at all and put somethings else on top of the roofing felt. I am ready and thankful for suggestions. The size of the balcony is a bit less than 10sqm; there are 24 panels (160x35 mm) that would have to be mounted. the balcony is about 2,4 m above ground and quite easily accessible from the side.
